The first thing that you need in order for the dryer to be able to run, is about 120 volts present between L1 & N at the terminal block

Warning
You need to know how to use a volt meter and also know how to work with electricity before attempting to check for voltages at the terminal block

The electricity flows from the wall outlet to the terminal block terminals L1 - L2 - N

Between L1 & L2 the voltage should be about 240 volts

Between L1 & N  and L2 & N the voltage should be about 120 volts on each combination of terminals.

The Whirlpool 29 inch electric dryer use the voltage from L1 & N which is about 120 volts to run the motor.

So, if there is not about 120 volts between L1 & N, the dryer will not start.
